Entry requirements

Prior to taking this formal assessment, the applicant is to provide written evidence of being qualified to act as CRO, has had a leading role in maintaining the emergency preparedness on an offshore E&P installation (Outcome 1 and 2); and is ready to be assessed against how to control critical situations, and how to co-ordinate response to emergencies (Outcomes 3-6 of the OPITO CRO-ER Standard)

The participant must also sign a medical screening form to declare that they are medically fit to take the course.

It is strongly recommended that a pre course is pre-attended directly prior to the CRO-ER assessment in order that the participant may familiarise themselves with the type of scenarios, simulator model to be used and the layout and facilities of the Emergency Control Centre, in order that the Assessment process for the CRO-ER course runs smoothly.

Timetable:

There are no specific timings for the duration of the CRO-ER competence assessment(s). However, sufficient time and access to the participant must be arranged to ensure that all required performance and knowledge criteria can be suitably assessed during a minimum of 2 emergency scenarios.

Course overview

The course is assessment based only. There is no formal written examination. The delegate will be given a familiarisation of the ECC and information management system before the Assessment process for the CRO-ER.

Key Objectives:

The product is designed for personnel who have been deemed ready for formal assessment by the employer in the role of a CRO during an emergency situation.

Familiarisation with the simulator will prepare the user for the expected outcomes of CRO-ER which include:

  • Maintaining a state of readiness
  • Controlling critical situations
  • Emergency response coordination 

Course highlights:

The oil and gas industry recognises that a major objective is to prevent incidents from occurring offshore and, if they do occur, to control them and minimize their effect. Emergency scenarios replicate such incidents using a state-of-the art simulator in the dedicated Emergency Control Room in FMTC Dordrecht, the Netherlands. Candidates will be expected to fulfil the CRO role, as   agreed and confirmed by the Duty Holder.

Course Structure:

  • Participants are assessed and evaluated through observation undertaking practical exercises covering all the above criteria.
  • These are specified under simulated conditions using a minimum of two and a maximum of three emergency scenarios. Scenarios are based on the type of                 asset where the participant would normally be required to fulfil the CRO role, as        agreed and confirmed by the Duty Holder.
  • There are comfort breaks after every scenario and a lunch break to ensure an effective and engaging learning environment.

Successful Course Completion:

The OPITO CRO-ER course is assessment based only. To achieve the Control Room Operator Emergency Response the learner will need to complete the 1 mandatory unit. Two emergency scenarios make up one mandatory unit which much be successfully completed and evaluated. A maximum of 3 attempts are permitted to achieve these two scenarios. Successful candidates are assessed by experienced industry professionals on their competency and proficiency in the role of a CRO during an emergency situation. CRO-ER Certification will be awarded once all scenarios and necessary criteria have been successfully evaluated by the Assessor.
