Measures in relation to the Corona-virus disease (COVID 19)

Dear all,

In our earlier communication we expressed our intention to remain operational to serve a small number of customers facing critical deadlines.

We have been reviewing the situation around training delivery and the corona developments on a daily basis. The fact is that training needs have slowly come to a stand-still. The crewing industry, possibilities to travel and crew changes have slowly come to a halt. This was reflected in further groupsize reduction due to cancellations and lack of new applications. In addition, as a safety training provider, we also feel a social responsibility towards society.

We have therefore decided to cancel all training activities until further notice, monitoring further governmental advice in the respective countries.

Do you foresee a future need for certain courses? Please contact us so you’ll be first in line when training activities recommence.

For refresher training please note that OPITO, GWO, ILT and NOGEPA have extended the validity conditions under the current circumstances. (See their respective websites for details or give us a call)

We have reviewed the situation around training delivery on a daily basis. The fact is that training needs have slowly come to a stand-still. The crewing industry and crew changes have slowly come to a halt. This is reflected in further groupsize reduction due to cancellations and lack of new applications.

Management has therefore decided to cancel all training activities in The Netherlands, in all locations, as of Friday March 20, end of day. For now we’ll cease operations until April 6, 2020, monitoring further governmental advice.

As you know the world has been confronted with the corona-virus disease (COVID 19). In order to keep everyone that visits our training locations and/or attends our courses as safe and protected as possible, FMTC has taken several preventative measures since early March.

We receive many questions with respect to continuation of courses and preventative measures FMTC has taken. Below we’ll answer the following questions:

  1. Are courses still being conducted at FMTC?
  2. What measures have FMTC taken?
  3. What is the view of industry organisations on the training delivery? (GWO, OPITO, flagstate, NOGEPA)

ARE COURSES STILL BEING CONDUCTED AT FMTC?

Yes. Most of our courses are still being conducted with some possible adjustments. Here is an overview of the current status.

  1. The Netherlands

Badhoevedorp:

Due to the new measures taken by our Dutch government, our partner BOCAS (Badhoevedorp / Schiphol) has postponed her own training activities until further notice, mainly due to other priorities of fire rescue and ambulance services in the region. As a consequence FMTC will also discontinue training in Badhoevedorp until further notice. Courses will be rescheduled to our training location in Dordrecht.

Dordrecht:

Courses scheduled at the Dordrecht / Rotterdam location will continue as scheduled. Courses / delegates from Badhoevedorp can be rescheduled to Dordrecht.

IJmuiden:

Courses scheduled at the IJmuiden location will continue as scheduled.

  1. France

The location in Dunkirk, France has been closed for training.

  1. USA

Courses in Houma, USA are still being conducted.

All customers / participants affected by any change in scheduling will be contacted.

On a daily basis we are evaluating if continuation is possible and if our measures with regards to Corona need to be updated.

Should someone unknowingly carry the virus, we have taken certain measures to reduce the chance that this is transmitted to other participants or our staff. Some exercises have been adapted and the use of some equipment has been discontinued but courses continue.

WHAT MEASURES HAVE FMTC TAKEN?

Since early March, FMTC has undertaken the following measures:

GENERAL
1General awareness

Raising awareness among trainees and staff regarding COVID-19 has been introduced by posting and discussing a set of instructions as part of the FMTC / daily introduction

2Alcohol-based hand rub

This has been introduced at various locations at the training centres

3Equipment

There is an increased focus on cleaning and risks related to the use of, especially, respiratory equipment (breathing apparatus, EBS, regulators).

In cases where the cleaning possibilities, construction or material of the equipment seem insufficient to rule out transmitting the virus we remove specific equipment from use for the time being.

4Confirmation letter / email

Customers / participants receive an amended confirmation letter, emphasizing the importance of assessing their personal condition prior to coming to the training centre. When someone has symptoms of a Corona infection (fever, cough & difficulty breathing) we request the person to re-schedule the training (free of charge).

5Lunch-times

Where needed, lunch-times are split, reducing the number of people in the lunch area during peak hours. This measure creates more room for people to create some social distance during lunch hours. (Social distance is one of the important actions advised by the World Health Organization).

FIRST AID
6Mouth-to-mouth resuscitation

Practicing mouth-to-mouth resuscitation techniques on mannequins has been changed. This will now be done through demonstration by the instructor and explanation by the delegate, until further notice.

FIRE & GAS RELATED ELEMENTS
7Smoke-hoods

The practical use of smoke hoods in various courses has been changed. A demonstration in its use is given and delegates will perform the escape exercise with obscured vision. (Ref. 1c)

8H2S face / filter masks

The practical use of H2S face / filter masks used for NOGEPA H2S has been changed. A demonstration in its use given. The focus lies on how to make decisions to escape from an H2S environment in given environmental conditions. (Ref. 1c)

SEA SURVIVAL
9Inflatable lifejackets:

The use of the oral inflation tube on inflatable lifejackets could be a risk in training or maintenance and is no longer allowed.

10Liferaft brief:

Liferaft briefs are now performed with a collapsed roof, unless a group consists of 25% of the liferafts’ capacity or less, provided that the delegates are evenly spread and a minimum of 2 entrances are wide open.

 

What is the view of industry organisations (GWO, OPITO, Flagstate, NOGEPA) on the training delivery?

The industry organisations / accreditation bodies Global Wind Organisation (GWO), Human Environment and Transport Inspectorate (IL&T), NOGEPA and OPITO were informed of our measures early March and expressed their support and understanding.

Since then OPITO and GWO have formulated and released information and response related to COVID-19 themselves. Also they have adopted a measure to extend certificates in corona-related situations. Since these may be updated regularly we recommend you to visit the following links:
